According to town planning regulations, the building co-efficient is 120% with 50% cover. Because it is in the core of the residential area, a structure can be built which is wall-to-wall with the neighboring houses.
Also, bear in mind that most of the plot lies within the seafront proctection line, shown in the diagram as a blue line. The regulations state that nothing can be built in front of this line towards the sea. Even though no building is allowed in front of the blue line, the land there, still belongs to the property and it is used to calculate the total of the meters which will be allowed to be built.
The total of the plot is 409m2 hence a total of 490m2 will be the building allowance. An area will have to be ceded (given to the government) to the public for road use which is shown in red at the front of the plot. This will be approximately 40m2. This does not affect the calculation of the building co-efficient which is still calculated on the original area of 409m2.
The total floors allowed will be 2 floors plus a potential auxiliary basement level which needs to be checked with the town planning.
